Shane isn't related to Cleo at all, not by blood or by marriage (I'm assuming he and Goldie never married). He's just in an "uncle" role from being Goldie's partner.
I honestly can't make heads or tails of how any of the McQueen cousins are related. I mean, they're all technically cousins but some are once or twice removed. It get so utterly confusing after a while that the writers probably just started calling them all cousins to not make the audience confused.

I don't think they ever clarified how Goldie and Myra are related beyond just cousins.
Cleo is Myra's niece so I'd think she and the twins would be second cousins at least.
Jennifique is one I never could figure out. She's also a cousin to Myra's kids but I don't know if she's Myra's niece or a cousin.

Goldie is supposed to be Myra's cousin, but it was never explained in detail. I vaguely assume all the younger McQueens call Marlena Nana. I know Bart was her great nephew and I believed he called her Nana.

I use to be really invested in how they all linked together but now there is just too many and I don't care for the new ones as much as the old.
